A memorandum of Partnership Agreement (MOPA) between the Department of Environment and Natural Resources (DENR) and the Local Government Unit of Governor Generoso was signed in the afternoon of June 26, 2013 at the Municipal Gymnasium, Poblacion, Governor Generoso, Davao Oriental. The proceedings were part of the oath-taking ceremony of the newly elected municipal officials of the municipality.
The MOPA was signed by DENR representative Joselin Marcus E. Fragada, CESO III, Regional Executive Director and Hon. Vicente D. Orencia, Municipal Mayor, representing the LGU.
Attorney Felix Alicer, Regional Director for Land Management Services, explained the rationale of the activity. The agreement was in consonance with the Department’s Administrative Order No. 2011-06 “Prescribing the Guidelines for the Implementation of Public Land Titling in Partnership with the Local Government Units.” As stated by Atty. Alicer, the partnership aims to deliver the services closer to the people. They now regard the LGU not as a client, but as a partner. “We need the assistance and expertise of the Local Government Unit to effectively dispose public lands to the people,” he added.
According to Regional Director Fragada, this agreement enables the integration of the local titling activity to the Local Government Unit. The LGU has a significant role in the implementation of the national program.
While the LGU needs to stretch their effort by providing official personnel to facilitate the process, the DENR on the other hand will provide technical assistance to the LGU personnel who will become their partners in the implementation of the program.
Hon. Mayor Vicente D. Orencia was quite optimistic that this effort would help resolve the long been issues of political boundary conflicts of some barangays.
The MOPA signing was witnessed by Atty. Felix Alicer, RTD for Land Management Services, Hon. Mexiquel Añasco, SB member, Jessica Itil, MLGOO, newly elected municipal officials, DepEd families from Tibanban National High School and Sigaboy Agricultural Vocational High School, Barangay Captains of the different barangays of the municipality and some LGU employees. - RGAAguanta
